East Horsley and Effingham Community Governance Review

At the meeting of the Council held on 3 December 2019, it was agreed that, with effect from 1 April 2023,  the existing boundary between the parish of East Horsley and the North Ward of the parish of Effingham in the area close to Effingham Common should be altered along the route set out on the map below.

In addition, it was agreed to increase the number of parish councillors to be elected to East Horsley Parish Council from nine to twelve with effect from the next scheduled parish council elections in May 2023.

There would be no other changes to the electoral arrangements of East Horsley and Effingham or to East Horsley Parish Council and Effingham Parish Council.

Finally, that the Council would recommend to the Local Government Boundary Commission for England an alteration of the existing boundary between the Clandon and Horsley ward and the Effingham ward of the Borough Council so that it follows the same boundary as the altered parish boundary.

The reason for the decisions was in reflection of the views of local people represented through a public consultation process. And, in addition, to ensure that community governance within the area under review was reflective of the identities and interests of the community in that area; and that the local governance was effective and convenient as set out in the provisions of the Local Government and Public Involvement in Health Act 2007.
